You have a free trial where you can mess around and figure things out before you even get charged. I signed up for PAYG to keep the servers online.

I think the reason is that most people, just ignore smallish regular payments but go "OMG WTF IS THIS?" if there's a largeish annual charge, and so will immediately cancel it. I guess most of the German providers have that covered by having already locked you in to another year by the time they remind you it's time to pay up, but I suspect in many places there's a lot of customer lost at annual renewal time.
