But yabs needs shell script and assumes several standard linux tools - it may work under cygwin or msys, but if you don't already have them they're both more hassle to set up than WSL2 (which is really easy and very good).

    Enable-WindowsOptionalFeature -Online -FeatureName VirtualMachinePlatform, Microsoft-Windows-Subsystem-Linux in powershell
