Grey area, really. It's just going to be a read-only metadata archive for torrents. So really just torrent name, some metadata like file size, and the magnet URI. None if this is illegal to my knowledge but having run a UDP/DHT tracker of my own in the past, DMCA harassment from trolls can be a real PITA.
