In all seriousness though, I'm running a serverbear benchmark against my UK VPS now to try and get to the bottom of the sluggishness, and I'll raise a ticket. If you like I'll share my findings so you can do the same and we can put a bit of pressure on to improve performance.

I ran SAMP servers on a IPXcore 96mb plan without any problems. It almost doesn't use any resources.

Yeah right... I've moved between three providers because of MTA players DDoSing.
Its intermittent and I did contact him once about it. If you work all day on servers like I do, you do notice different performances at different times. And please don't get me wrong here, I'm NOT moaning and I DO like the VPS he provides.
