the title gives away most of what I need, but specifically I’m looking for a system with specs similar to:
AMD Ryzen 7 5800X CPU (Negotiable)
a ConnectX5 or ConnectX6 network interface card (MUST)
64GB of RAM (Negotiable)
a 500GB SSD (Negotiable)
unmetered network connection offering at least 20Gbps or more (more will be better) (MUST)
Budget: $250-500
The DDoS protection MUST only be volumetric OR customisable with BPF. I plan on running fully custom DDoS protection on many ports and I would like for ONLY my filters to filter application data.

Unmetered 20gbps for $500? Nice joke dude.
For $500 you only get 10g of unlimited ports, no more. Very real cost issue, no vendor is going to do business at a loss.
I think I might’ve gone a little crazy when i asked for 20Gbps unmetered ahaha, by the time i noticed what I had asked for & that my budget was dramatically too low, it was too late to edit the post. Sorry
A couple of tb bandwidth is fine, won’t be needing any more than that.
If your requirement is for 10G ports, I think there are quite a few vendors that would be happy to do this for you

Look at them? I know @RoyaleHosting Nice in that regard, they have a firewall that can be customized (ports, packet types). I've had some okay experiences with them.The $350 price point is also in your budget range.
They’re definitely in my list (I was planning on using them originally), I’m just waiting for them upgrade their networking next month and add bpf to their edge and it should be all good, I’ll likely be using them if they don’t take ages doing what I have stated previously.
