There is a big difference between allowing content that may be allegedly infringing, and willfully and knowingly allowing content that is quite obviously infringing. I am not looking to shatter your dreams, but you are looking for a very expensive solution (28 or more cores, and 1 to 5 GB/s bandwidth) and whether or not you comply with the notices, you need to take note that you will either pay for some very old and very slow CPU's with limited bandwidth, or you are going to pay a couple of K for a sound solution, probably with pooled bandwidth between the servers on 10GB/s ports.
You can achieve this with @vsys_host for sure.
Maybe you can check out Hostcay, they provide offshore dedicated servers that ignore DMCA.
