SWEden hight traffic an Netcup questions

Hello,
I have a couple questions about netcup. It reveals everything just like in a fairy tale, inexpensive and beautiful.
I'm from Russia, we need VPNs, but I can't control the traffic, it can be 10Terebytes or 30.
I was wondering:
1) On netcup - will 30 terabytes be normal for them per month? Or will they ask to pay off and close the VPN?
2) Is there something similar, where it would be possible to buy in Sweden? Let's say 20 terabytes of traffic on an inexpensive server.... for 10-15 Euros?
I'm over-insuring, it just might be 5 terabytes or it might be 30, I can't control the people on the VPN.

Although I would like to ask, which providers and for what price can guarantee such traffic????
Like they say in their descriptions.
Because I don't understand it myself, as traffic is 50% of the cost part of hosting.
Will they keep you for a month and then ask you to leave?

all of them good for a vpn service because they ignore dmca,are pro free speech and very abuse tolerant (except maybe hostup, i'm not sure about that. you would have to ask by mail)

specs-wise I don't think he'll need much for a simple VPN.
but yeah bw is not that cheap in Sweden either...
The cheapest I can do is 1 EUR per 1 TB billing in + out, which adds up fast for VPN. Also, I have no clue how much CPU will his (I assume) public VPN service consume. On top of that I am unsure if he is willing to process abuse complaints.
the traffic limits with netcup nowadays are rather daily and clearly defined.
You will not be happy with it for long as VPN though if your users start torrenting with it. The abuse notices will have them kill your service probably before you really hit traffic limits.
Do you 100% need it from Sweden?
I'm pretty sure you can use @alexhost , been using them for more than 1 year, multiple VPS used by them in Moldavia, Bulgaria and Netherlands. I know they have Sweden too but haven't tried it.
Had some issues with Netherlands VPS (their datacenter BGP doesn't route correctly to some Switzerland ISPs, not sure if now it is fixed, it was 6 months ago, however they acknowledged the issue and offered a free managed relocation with no data loss).
I see they also offer VPN service with unmetered Bandwidth.

Last time I checked, Netcup didn’t have the best routing (may be different from russia though). They will throttle you if you go over their limits (2TB/day and then 200Mbit for vServer, and 3TB/day then 300Mbit for root servers), I haven’t had any issues with pushing that much traffic.
If the VPN is private (meaning, it’s only available to those who you know and trust), I’m pretty sure they won’t have any issues with it, although you will need to make sure your users don’t do any shady/illegal stuffs (e.g. torrenting, spamming, etc.)
Hetzner also might be a good option for you with 20TB traffic included and 1EUR/TB after (or might as well get a second server at that point) as long as the VPN is private
My friend use any provider which uses Telia datacenter in Talinn. Its the lowest ping you can find 10-15ms from Moscow/SPB
