Looking for a few DMCA-Free VPS (Torrent only)
I'm planning to use these servers as a VPN to allow torrent downloads, and I don't want to deal with any DMCA notices. Ideal locations are in Eastern Europe and/or the Netherlands.
Minimum requirements:
- 4 GB RAM
- Monthly Traffic: 4 TB (If used up, just stop the instance instead of throttling it down)

I can offer you such a VM in The Netherlands on a Ryzen server. Our VM's are basically DMCA-free, since we are not in the US, but we have to take action if we do get a take-down request (which I do not think is very likely).

Since our services are not aimed at US customers, nor located in the US, the DMCA does not directly apply to us. Hence, it is not directly a problem. Nevertheless, when a takedown request is issued, we will notify you of this takedown request and ask you to adjust the usage of the VM or cancel it. If the usage persists, we have to terminate it. This, since we would like to keep our subnets clean

In other words, the chance of such a request is small, and therefore we do offer the VM's and dedicated servers. But, if a request is issued, we do have to take action.

but for personal torrents there's no need to have the server in a pirate island country, any location where torrenting is permitted will work. So if you untick the option "DMCA requests ignored" here (affiliated) you will get cheaper results from the rest of Europe.
