If you do not manage to find a place, you could consider (self-)hosting with a Cloudflare Zero Trust tunnel. Then, no public IPv4 is needed. A public IPv4 won't be available for 1eu/year.

I know you're probably well aware, but just know the ultra-low end attracts the worst types. Just remember there's something tied to your name.
It's going to be a blog just to write random things. I like to write and will probably just make reviews of audiobooks I like. My budget is small because I'm south American and can't afford to buy a ultra expensive VPS or Hosting.
A blog can be hosted in static site providers, like someone already mentioned: Github.

Throw it on an oracle free tier or some trial for now. Wait 2 weeks for Christmas / new years deals. But honestly a VPS for that little wont have a lot of resources to do anything serious without hitting abuse rules. Spend up to $10-20 a year and you get something 8x more powerful. Bargain isn’t always the “best” deal.
