Dynamic IP Proxy for WHOIS Scanning ?

Hi
I am looking for a proxy to scan domain WHOIS with the following requirements:
1. Supports port 43
2. No target whitelisting, otherwise I need to set up many whitelists
3. Charged by traffic
4. Pay as you go plan
5. Dynamic IP, changes IP after each request
6. US or EU IP

Are there any suitable product recommendations?
Thanks

smartproxy.com supports port 43 with DC and ISP proxies (not with mobile & residential). I believe it matches your requirements quite well. I have no idea about success rate for whois, i.e. whether it is usable in practice (I have used it for something completely different). Might be worth a shot.

brightdata.com does not allow port 43 by default but if you want you can present your case to them and ask if they can unblock it for you.
