Canada will sell you out in a hurry.
A few years ago, U.S. lawyers were sending piracy emails to Canadians and threatening them with expensive lawsuits. The government put out a notice saying they have no legal effect. But it's not cool, so they'll notify your ISP, and if too many infractions, you can lose services.
Colocation isn't generally for personal use, so it likely won't be so lenient.
