    Ideally 0%, but my tolerance is around 5-10%, and it's all depends on how expensive the VPS is. The more pricey i would expect the VPS to be having near zero CPU Steal.

    Or you will accept that you paid for CPU power X but actually get less. Thats of course your choice.
