Hi,
a permanent 70% utilization is basically a dedicated usage. You would need a VDS.
IF your provider really allows you to use it like the on a long term base without steal or any other artificial reductions, then you should actually make sure to pay multiple years in advance to secure the deal.
If this 6 cores are not on a raspberry pi then its a really good deal for you -- not for the provider. He/She is actually loosing money on you.
