It should be available on PC - I just made the window smaller cause the screenshot would be too big - double check if your extensions (e.g. adblocker) are not doing blocking it

It is, but for the 1 dollar offer is created by Blesta module so I only need to assign IPv6 to the VM and send the client IPv6 allocation and password into PVE, I guess that this wont take too long.

ELI5 as i am noob, how do you use a non ipv4 setup for actual use without overpaying for an ipv4 address? May be i am looking at wrong providers but cost of ipv4 lease is a bit more expensive than the deal :P
