Do you mean which one is better? the AMD EPYC 9634 84-Core Processor x 4. It has multiple physical CPUs, which typically means more processing power overall.

It's not a root server, and I want a refund. The answer I got was that I was shameless, so they deleted my account and machine, and then did not refund.

I have been using netcup's root server (1,). As far as I know, the root server is the physical CPU, but PrepaidHost is different, so I questioned it, and then they arrogantly deleted my account and server.
Well… it’s a server you got root-access to, hence a rootserver. But it’s not a dedicated machine. Which should have been pretty obvious? Giving things weird names is pretty common in Germany / Europe. Should also never expect dedicated cores / threads (!) if not explicitly stated…
If you asked nicely and didn’t just threaten / initiate a chargeback (and didn’t sign a waiver), I’m sure they will refund you.
That is a "rootserver" or "root server".
They didn't answer me from beginning to end, but kept asking me to say that now that my account has been deleted, 5 euros will not make them rich.

This term isn't protected or similar, and I certainly believe you confuse it with "dedicated server"
root server alone just means (simplified), that you got root level access to your server. You do this, as you are the sole administrator of your operating system and you arent sharing it with anyone (as per the specifications of your package, to some extent)
dedicated otoh means that you actually have physical hardware with said specs for you. You are not sharing anything at all (with the exception of network)
In any way, both can be good for many usecases, so there is nothing wrong with virtualized and physical hardware. Virtualized is often much cheaper but might not be as predicatable as physical hardware could be
Without any further information it is hard if you are, or prepaid-host is, at fault, so you'll need to share as much as you can.

Netcup and prepaid host practically offer the same thing: virtualized hardware. Both are root servers none of them are fully dedicated
I don't deny that what you said is right, but just because I questioned it, they can delete my account and server.
Well then prove it, what you questioned, by showing (unaltered but maybe personal-data-censored) pictures of support tickets or similar
EDIT: It often happens that many people have different views of what they are (kinda) obligated to receive, especially on low end budget deals like the one you got

Here is advice for you.
a "root server" is a computer instance that you have root access to, did you buy it wanting a dedicated server? Dedicated server = an actual physical complete computer that you have full and unique access to

I understand but you did not answer my question. Do you have the tickets and replies in your email and can you share them?
Then stop posting about it and move on with your life.
Consider that 5 euros the cost of buying something when you didn't know what it was because you hadn't done your research, and then hassling the seller for a refund when you found out it wasn't what you assumed it was.
I don't know anything about this provider, but it's most likely if they've cancelled your service and account, that they've already provided a refund. But you wouldn't see that for a few days or weeks yet as refunds take longer to process by the banking system.
You have of course received your credit back in the desired payment method. Please check your account. If there are any problems, please contact us via DM.
You may not have read my post. They have deleted my account and will not refund. I just shared my experience so that people can try not to buy their products to avoid different opinions and cause them to delete your account directly.

The product purchased was a KVM-based virtual root server, which was clearly described in the product listing. As stated, a "root server" provides root-level administrative access to the user and does not imply that it is a dedicated physical machine unless explicitly mentioned. User’s Claims vs. Actions
The user initially stated in the ticket:
"It does not match your promotion, please give me a refund to PayPal."
This was followed by confrontational messages and accusations, despite the product description matching the service provided. Now, in public discussions, the user claims they did not ask for a refund and instead simply questioned the product. These contradictory statements are concerning and do not align with the documented communication we had.

Well apparently you got your refund, just for next time try to be more patient with tickets and support, especially if you are not a native english speaker as that will cause way more confusion in the long term.
