Dedicated Server speeds are horrible?

I purchased a Black Friday Dedicated deal a few days ago, and have been getting familiar with the service since then - though one thing that keeps coming-up is the speed to/and/from said server, in-that I rarely ever see anything 25 Mb/s down.

I tried running speed tests from the server, and that appear to return glaring numbers(near theoretical), but then, and when I perform a local mtr, I see something like this:
