I think I figured out how you do it while signed into your existing account, you can't use the links that get posted, you need to manually need to find the server spec in the order field tab when logged into the dash.
It's not a good system at all, punishes you for being an existing client.
The performance limitations are high, making the overall value quite average.

When signed in "Billing" > "Add Order" > Scroll to the bottom of the page > Select the exact server spec for the deal, then apply the coupon - it's really really dumb.
