The thing to bear in mind is that this is an international forum with participants from a variety of cultural backgrounds with varying sensitivities, not to mention that occasionally, there may even be a female participant or two

Actually the bandwidth cost only in premium location like Tokyo, HK, Singapore,.... Other countries have unlimited traffic with low cost. However the colocation and hardware price here is quite high.
