Under fair use, the rule of thumb is that a continuous utilization of 50-70% of the allocated CPU power over longer periods of time is generally acceptable. Short-term peaks of 100% are also fine as long as they do not become the rule. Should your usage exceed this on a permanent basis, a dedicated server might be the better choice to avoid impacting other customers.
I can't top up with PayPal or credit card. I just get a "Something's wrong" error with no ID

No problem. And if you login to the dashboard, go to bottom where it says in eng to manage root server, then click your server, then there’s a load of coloured buttons on the right.
The longest button at the bottom is to enable automatic renewal. Though I don’t know how attached that is to your PayPal so I’d keep an eye on it at time of renewal.
