If Hetzner’s cost is an accurate reference, IPv4 is $24/yr alone, so I suppose that sets a floor on the pricing.

Last year, @TNAHosting had a $19/year flash sale on a OpenVZ 500GB VM. They likely will have it again this year as well - so you can try to wait and get one. Beware that it is OpenVZ and it is going to be EoL very soon with no support (and also comes with all the usual OVZ limitations as compared to KVM).
Nah, they probably have fat margins on that as there's plenty of VPS for $12/yr with ipv4

It does not matter if you take less cores/ram. This 39 EUR is the absolute minimum we need for an IPv4 address and i just gave you as much as possible for this money.
Without a (fast) boot disk for the OS, your HDD disk will have a lot of random IO's slowing down the whole box.
Running Windows Server OS on a storage vps and it has 10gig data port (and 20 TB monthly bandwidth)
