I just ordered 6666 plan and had similar problems.

I did not clear any caches and did not use any different browser.
Somehow, the browser call was not recognized or landing correctly to the final endpoint into your billing system. Something was trapping and disconnecting.
Keeping all parameters the same, I clicked on the same button (without restarting the browser, without clearing caches and without using a new browser), I could successfully place an order and pay it immediately.
So I think this problem relates to something in between, may be fraud detection, etc. as I could initially got nothing added in the cart and later successfully did.

May I request you to inform your team that once a client is verified based on a different Paypal, there is no reason to verify again and again with each and every order.
I have undergone through this process once and your team has already verified everything, including postal address, email address, paypal E-Mail ID, etc.
Each time, if the system flags, simply because the paypal address is - for vareity of reasons - different, then it is a mere waste of time on both sides to engage in such verification process again and again with "Additional verification required".
