VPS provider recommendation

For my first VPS, I signed up with UGVPS. Everything worked well for the first month or so, then there were problems. For example, right now, I cannot SSH connect to my server or get email, but the web-based front-end is working. (Last week, it was down doe more than 12 hours.) Based on my reading here, I see that I may have made a bad choice choosing my service provider.
The reason I picked them, of course, was money. The demands on my server are quite minimal - primarily handling email (say 1000 incoming per day (mostly spam) and 50 outbound) and an infrequently-visited website.
I used webmin (public domain) to set up my server and according to its System Status page, my server is using 400 MB of memory and 3 GB of disk.
Can someone recommend a reliable, low-cost provider for my needs? (My instinct was to try ChicagoVPS, but some reading here suggests that they and UGVPS may be one and the same...)

@groston: I'd also recommend Ramnode. @Nick_A and his team are great -- and with a coupon you'll get a steal!
I'd recommend RamNode as well. They're a bit pricier than most other LET hosts however they're well worth the money. @Nick_A and his team are always nice and very responsive. If RamNode too much though, @Jack at DotVPS has some good deals floating around LET as well. I have a handful of VPSs at both and haven't had any issues with either of them.
Since you opt for high ram vps, i recommend VpsDime.

Aside: Since when was 400MB a lot of RAM? I know when LEB first started but now a days everything is at least 512MB.

I'm confused by what you call "Total Memory." vSwap is not guaranteed.
"Allocation of vSWAP is not guaranteed as there might be periods when every VPS which is run on the physical carrier consumes its guaranteed RAM size thus leaving no or little free RAM to be used as vSWAP by the virtual machines that need it. "

But, but swap is not a memory.

Actually, on OVZ 2.6.32 kernels vswap is memory, just slowed down by the kernel to mimic real disk behaviour.
