I am unsure as well. I am sure transfers to other accounts is allowed before they are initialised. For example, you can transfer your winnings to another account, given they haven't already been redeemed.

You can only transfer the server, the amount in the account cannot be transferred.

Yah, I meant when you win a giveaway, you can redeem it to any account of your choice. So, you could easily redeem it to a friend's RN account. Any transfers post that could be chargeable.
I've had my doubts cause, the way last year's flash sales were picked up, pretty sure, some scalpers were involved. Either that, or, I do have a very bad internet connection.
