The order might be marked as unpaid in your OVH account. Can you see the order? If so, you might be able to pay.
How is 24/72H decided upon? Amount of negative stock i.e. backorders?

That I don't know, maybe if a server is going to end the 'recycling process' in X amount of days, so they know there will be stock, so release it like that?
