Unofficially, (personal source) its cut cleanly since both sides can trace up to certain point in the sea.

Certain specific nation should be banned from all global markets.
They didn't do. If it was their fault the cable would have started burning or suddenly not available due to shortage of parts.
There are no accidents, a cable doesn't just break up like a marriage.

Ah.. so just like the gas pipe between Finland and Estonia and then later it was revealed to be Chinese merchant ships anchor that damaged it.
Finland is pretty reserved with blaming others. They'll only share 100% confirmed information about it.
Since its a private company, it's probly even more neutral stance for now.

Can't really prove anything, but I now get roughly 70ms instead of 58-60ms I used to.

There are also dozens of reasons why a cable might break. Often it's anchors, but we also had sharks or just fatigue.
This specific cable has no internet critical role at all.
We have various other routes. So, it doesn't make a lot of sense to sabotage this one.
