Your expectations are a bit high. You’re looking for a plan with 3 vCPU, 4GB RAM, 200GB storage, 10TB bandwidth on a 1Gbps port for just $5/month—honestly, that made me chuckle! Keep in mind that bandwidth costs in Asia are much higher than in Europe or other regions. No provider can meet those requirements within your budget unless you increase it. However, good luck with your search!

Cost of bandwidth in Asia is expensive, so don’t expect the same price as in US or Europe
Here is two I have experience with, but they are nowhere your requirement.

As per BTRC regulation, you can't run VPN, Proxy, Proxy internation traffic over BDIX. I used Tomattos in the past, but they didn't allow me to proxy my Plex traffic(SGP) for personal use. On the other hand, MetroVPS allow proxying for personal use. Now I have their 2 GB & 4 GB yearly plan with 60% recurring discount. 500 GB traffic on their 2 GB plan is more than enough for me to proxy my Plex instance & running AdGuardHome which cost me 4K BDT(33.5 USD) year. 4 GB plan used as Windows RDP. If you ever decide to try MetroVPS, checkout their FB page. You might get discount coupon there.
You can host Plex in the EU & use a cheap BDIX VPS as proxy. It's possible to get a very good config VPS from EU than Asia & EU have the lowest latency to BD compared to America. I used to host my Plex server in the EU(DE, NL) in the past.
