Maybe a VPS in Vienna directly?
While I haven't used them, I've heard good things about @alwyzon (https://www.alwyzon.com/de/virtual-servers) if you'd prefer a smaller (which, in my experience, have often better/more personal support) provider, otherwise there would also be netcup in Vienna.
Otherwise two recommendations in Germany/France:
@layer7 (https://layer7.net) has pretty good servers in Frankfurt and Paris.
@dataforest (https://avoro.eu) has pretty good servers with fast network in Frankfurt.
With at least 2 gbps I see:

Alwyzon or maybe HostHatch?
Hetzner, Netcup, Alwyzon are all solid choices.
It's quite CPU heavy, even if you reduce the resolution to 480p, you might only reach <200M with 4 Cores. So you might want to change it to 8x dedicated cores and ~1G traffic.
After that, you might want to scale it horizontally with additional JVB VPSs.
