Try setting the account region to EU, stripe is available for me.
Also make sure to top up first as stripe requires a minimum payment of $1
Cards are accepted only in Russia and CIS countries.
Stripe depends on the country and the IP address. They may block payments from some countries either by card number or IP address.

Did you mean fake location? The ping from Frankfurt 1ms. There IP is mistakenly geolocated to Moscow, because they are a RU company.
They are the same as Aeza with the geolocations of a place and everything is in Russia

They have a /20 block that they moved from Russia recently. Cloudflare uses Maxmind, and will eventually update the geolocation to Frankfurt, because Maxmind already did.
Aeza did have some fake locations, but as of today, at least Stockholm is real now
H2nexus doesn't do any weird tunneling, and does have 1-2ms to Frankfurt.
If we are still talking about a promo configuration in context, then for $0.5 there’s nothing even to complain about
