They are not the only ones, FreeRangeCloud offers it along with a bunch of other companies.. I suspect you have never looked for such a service.
Which one is best is largely related to how your local ISP is routed.
If you Google l2tp service which is what iv'e always looked for this under, you will find only really AAISP shows up, hence why I believed that no one else did a service like this. However, its marketted differently by some, like NOBGP.
Anyways, I can confirm it works, perfectly and will resolve my use case.
As for other companies, if you know anyone in the UK, I would love to know more. Will check FreeRangeCloud in the meantime and see if they are.
Try 'static ip vpn', most, but not all, incoming connections work.
GoldenFrog's VPN (VyprVPN) used to, I don't know if they still do, give each connection received a dynamic public IP, after turning the firewall off in the control panel all incoming ports were available and depending on the VPN type you used the endpoint IP would be that public IP. While not static dynamic DNS worked well.

Can anyone provide cheap PPTP? It can be a shared IP. 10M/IP on the network port is enough!
