yep, they do.
That's the beauty of Vietnam Internet.
You will always get the full bandwidth (if you registered for 1Gbps, you got 1Gbps). But in the contract with the ISP, they only commit 2Mbps to International for personal use or 10Mbps for premium use, just in case there is any issue with the under the sea international fiber.
So, you will get 150Mbps almost all the time, but if one day your international network dropped to 5Mbps, you cannot blame the provider.
