That's AV1 btw. To lower cpu load a bit can try using h264ify or enhanced-h264ify browser extension, disable av1 and/or vp9 codecs. Not sure if it'll help much with 600 single core.

I am trying to come up with a good response to the ticket you have active, but honestly I'd recommend you just request a refund. I will never be able to assist with your issue when you consistently flip-flop between this is good and this is the worst thing ever, without actually going through any troubleshooting steps.
You have consistently told me the benchmarks are good, and now you select one point where server load was higher than normal and then make a condescending ticket and post this here.
Just FYI, as to the original issue. Running Windows on a 1 vCore system is never recommended for the best experience, no matter how powerful that core is. Furthermore, expecting Windows to run flawless on a RDP while you are blasting that single core 100% is just not how it works.
I too am stunned by the INSANE CPU steal (obviously a joke). Service has been great considering the price and the support (albeit a little slow sometimes) has fixed every issue I've had. You won't find much better.

For Windows RDP … minimum 2 vCores if the cpu core is powerful, otherwise minimum 4 vCores
4 GB memory minimum, 8GB recommended
Only extremely experienced users can run Windows RDP on 1 vCore without hitting 40% average cpu usage.

That doesn't matter. Performance per core will always decrease as overall load increases.
If you see CPU specifications then you'll see that multi core clock boost is lower than single core. Higher CPU temperature as load increases means CPU boosts lower. This amongst other things means that dedicated or not you'll still be affected by the overall server load.
MassiveGrid London the cheapest plan. Not sure if everyone is same to me but my vps is poor performance
