How many minutes (thanks for unmatched disk iops) will it take to run this test of "getting 10 million rows from local DB Server" on your 4GB VPS?
For the disk, yes. But not for the VPS, which is not "beyond crappy". In fact I still consider it a great deal, because all in all the bang per buck ratio is quite OK, although the seriously crappy disk certainly limits what one can use the VPS for.
But, just one example: SSH connecting (from Europe) to my London VPS is pleasantly quick and working on it also doesn't feel sluggish at all - as long as the disk is hardly used.
I'm all in for calling out weak spots but let's not get too harsh and unfair.

I agree, this offer could well be suited for use cases where computing power and disk iops are not so much contributing factor.

They were specific about them being limited on purpose. If you were the only customer they had, your disk would be just as fast. Since the disk speed is very similar for every benchmark that was posted so far, it actually tells you the opposite of what you are inferring here: They are not overselling the disks at this time (relative to the speed they are offering).

Me not know and not really interested, but I guess they are old (or badly configured and/or brutally overloaded).
And frankly, I don't care. For that super-low price old disks would be OK for me (especially as they seem to be redundant) and I didn't even expect good performance - but IMO utterly crappy snail disk IO just isn't acceptable, no matter how low the price is.

VPS are extremely oversold and disk io is extremely limited to compliment it.
Based on this comment, it seems like they have forced the limit on IOPS instead being overloaded for better performance xD

Sorry, but what's not correct here?
The numbers shown by endole seem to match the numbers from the company's accounts filed on Companies House (and those say "The financial statements were approved by the director... V Stoidis - Director")
And those definitely show "Capital and Reserves" going down from £188,086 to £93,547.
Can we all agree that these numbers are correct?
Maybe you want to disagree with the interpretation that these represent "losses"? But then I'd like to hear from you how these numbers should be interpreted. Particularly, as the previous accounts show a similar picture with "Capital and Reserves" going down by £100k.
Maybe. But I think that's only part of the story only (if at all). Whatever the reason, at the end of the day I only care about performance, at that price point not even great performance but reasonable and acceptable performance - and that I do not get.

So far, great experience, and even better considering the price. rDNS does not work for me for some reason, so still waiting for my ticket
