After looking thru all the "in-german-only" websites by local vps providers in Austria I'd say that hosthatch with $4 is your best bet for an entry vps in Austria but it provides only 10gb of space, not 20.
If you really need 20gb, hosthatch has one at $6, but than you may also choose https://www.alwyzon.com/en/virtual-servers at about $6 (€5.34).

I cannot say anything about the quality of easyname or ipax (never used them), alwyzon is one of the best providers out there, hosthatch also good and well known here.
edis (website is now edisglobal.com for vps, not edis.at anymore) also has vps in three different DC in Austria, but they are expensive as well.

I mean, they're trying to do it better now. Stockholm is actually kind of routed properly, although still seems like Hetzner Helsinki (based on 7ms via tcp ping but less than 1ms from ICMP reply)

But I totally get your point, not very nice from them.
@alwyzon recommended above is top-notch. Even if not as cheap as you would expect (I suppose) you can't go wrong with them.
@Hosteroid is also rock solid, however haven't tested their AT VPSs since I don't need a VPS there.
I have already one from alwyzon. Was looking for a possible very cheap VPS in Austria but they are rare
