Hi got this new server (great deal $49/month) from hoponenetworks.com but the download speed is really bad, I contact them and they say "We'll have networking take a look at this. Seems some locations are alright with the download speed." then nothing for a week and ticket closed. Probably going to cancel. AS397391seems pretty much single homed.

DO you still use them ?
No gave up, gave them a few weeks to try to fix it, ticket got closed, I guess they know it's slow for downloads.
Last year I had one and told them that it was rather slow for me.
I set it to cancel before end of billing period.
They said
It's too bad I didn't see message until to late.
I wonder who their partner is.
probably another boring fiberstate reseller
I never heard of them and out of curiosity I've asked them something through mail....never got a reply since 2 weeks, so provider is on my blacklist
I also used it 1 year ago, there was no problem.
everything was fast.
