I asked specifically about the company selling this service, not any previous / related / parent company.
LET selling rules prohibit a company in business for less than one year to post offers for duration longer than quarterly.
The history of parent company is irrelevant in consideration of this rule.
The missed biennial statement filing and the misleading "21 birthday" is what prompted us to give a caution rating.

We can migrate servers VPS or VDS from one location to another. In these cases the IP will change, unless it's a /24 or above subnet linked with your services.
The migration can't be done automatically via our control panel yet, but it's something we plan to do.

Unfortunately not yet! We're working on making the same improvements on our infrastructure in Singapore similar to the other locations in the offer now. That's why Singapore isn't on that offer yet.
Once we streamline our Singapore infrastructure and make the same improvements we've made to New York, London and Frankfurt, we'll be able to make similarly very good offers for Singapore.
Once that's available, we'll be able to move you to Singapore at the offer we'll be having then. Or to any other location, as we're planning to expand our locations.

I wasn't disagreeing, just adding some additional background and trying to figure out how they got to 21 years.
Irrespective of site rules, company structure is relevant, companies change internal legal structure all the time while retaining the same ownership, brands, services etc. If for example, OVH or Hetzner set up a 100% owned subsidiary in Tonga, and started to process all orders through that for whatever reason I highly doubt they would be prevented from posting offers even though the subsidiary is technically a new company. I get this is a new entity to LET, but company structures are complex and relevant.
To add to that, the information you provided regarding them only being around since 2020 was incorrect and a result a bit unfair to the company itself. In terms of the overall business, the UK arm has been around for quite a bit longer and is still trading as a valid legal entity.
UK accounts are up to date and submitted regularly.
