Personally, I would check with @LittleCreek and ask if they can price it as LET prices, they have EPYC (not sure if exactly the same model as requested) and an apparent abundance of RAM. They dish it out like hot cakes, so you might get lucky. Other places I would try is @CharityHost_org or @serverpoint all of which seem to have a lot of capacity and reasonable prices.
Also, perhaps you might be better off waiting for black friday and ask about then?
