100 ips? On a vps? What is the project / justification?
You can order up to 4 IPs per VPS instance in our US location. We can allow a bulk order to use 100 IPs (provided you buy the VMs to match it) if you provide real details for a SWIP, valid IP justification, and put down a conditionally-refundable deposit to insure that the IPs will not be blacklisted, and pre-pay for a certain term.

No, 3,5 IPv4/VPS is fine, and i will get more vps time to time, yearly payment is ok to me. I have proper justification and it's ok with ARIN, IP never get black listed, just give me nice deals

With appropriate justification we can do this, but it would need some pretty good justification for 100 IPs on a VPS.
