Where can I find the cheapest fixed IP proxy on the market? I mean the absolute cheapest.
I need to purchase many proxy IPs, and they must be fixed IPs. I don’t know where to find the world’s cheapest fixed IPs.
Requirements: They can be data center IPs, but they should not be rotated within a single C-class range or just a few C-class ranges.
I am open to either paying by traffic or by IP price. However, I need the lowest price available globally.

For £30/year you can create small LXC containers in their 9 locations.
Each location has a fixed shared IPv4; your container has a fixed dedicated IPv6.
You can then run
ssh -Dto obtain a proxy.https://proxy.market/proxy-servers-ipv4-shared

cheap proxy servers are usually located in Ukraine, Russia, the Netherlands. There is also a big difference whether you need shared proxies or individual ones, and even more so there are package foreign services, but there you will have to pay for packages of a thousand proxies at prices of about $ 100-150 and higher, it all depends on what the proxy is for and what you need to do with them
