They have 3 US locations and the stability has been rock solid. There was one issue when the entire Texas DC had an outage after a massive storm, but that's not the Provider's fault and my Ohio server has never had any issues at all.
But the very best thing is that their offer has been available for months, presumably getting plenty of customers because the thread keeps getting bumped, and I've not noticed any performance drops so I can only assume they're not overselling

Any KVM based VPS from any premium LET provider can run Windows RDP. I can run YouTube video even at 4k resolution in Windows RDP session.

Either of these would work fine for you. Install windows os via KVM vnc, then connect with RDP once installed as @dev_vps suggests. You only use KVM vnc to install the os with an iso you upload to install windows on the VDS. You will need virtio drivers installed on windows, OR you can toggle disk driver to none and network driver to Intel e1000 on the Virtualizor panel for your VDS.

You cannot order a specific ISP or backbone. Server hosting datacenters have contracts with ISP backbone on fiber typically. You get the network service and quality that the host provides, you do not typically get to choose the backbone.
CharityHost.org has 2 backbones at the colo in order of priority, Lumen primary and Cogent backup.

little creek has cogent IP's and they do offer windows vps's
@CharityHost_org offer is much much much better as it has dedicated vCores and better data bandwidth.
$3.75 per month with three dedicated vCores … it is perfect for Windows RDP and practically unbeatable

I assumed it was your company from your response. As for Little Creek, they use cogent's IP's which OP appears to be fine with. Meanwhile the company you suggested uses hosting IP's from a company called "Optimal Link".
