Evading censorship is against EU's principles, most especially Germany. It's the unwritten TOS that you violated. That's why the Telegram founder is in jail and you're losing your servers.
If you had X port enabled even for a couple of minutes, there's many people who probes your network each seconds. Pretty sure it is something related to this. In the other way, can be also what @artxs said now.
You will never get a reason, speaking from experience. Hetzner is operated by some moody teenagers with random mood swings, it's a cycle they get crazy and ban people every now and then unprofessionally. When you are as big as Hetzner, you can do what you want and just say F* you to customers you do not want. They have that power and there is not much you can do.
as artxs said, hetzner claims you violated ToS but they just say that whenever they do not want you even if you don't violate the real written ToS.
Do not waste more time trying to argue with them, just flip them off and take your business somewhere else
Today I've seen 2 Xeets from people complaining about their Hetzner accounts getting banned while having not received any abuse reports nor doing anything shady. Maybe Hetzner has adjusted their fraud filters and is rerunning a check? God knows.
Simple solution, move off a discount provider like the big red H for proxy/tor projects.
You probably use too much bandwidth or CPU (electricity). Seems to me Hetzner is culling customers who make them less profit to maintain the facade of cheapness with unlimited bandwidth and dedicated resources. Either that or you're Russian or some other prohibited nationality.
Do not expect any real elaboration on why, its common for German companies to do this. They are obviously very smug.

They won't reveal the reason. I guess it could be that you're using too much traffic, or they don't like your use cases.
If it's about abuse or billing, they can be quite lenient. I missed a payment once before, and they even sent a cancellation notice for all of my services. However, I explained the situation, and they were very understanding and revoked the cancellation.
The question is. What kind of services do you have with Hetzner?
VPS, dedicated, what else?
How is your resource usage especially CPU/Network?
Or did you trigger some checks like sanctions? Some regulations might got more restrictive or being enforced now.
I find it hard to believe that Hetzner would just randomly cancel your services due to how they were used without prior warning. They have automated almost all thinkable abuse scenarios so you'd have received some notification first.
It could be that they suspect you have provided incorrect information during signup, fraud, consider you a high risk or something like that. From what I've seen most people that Hetzner refuses to work with is due to the person and not abuse cases (unless they aren't handled).

It's something mostly think, I truly avoiding using any "hetzner"-like for my public stuff, cause its like trap which gonna be kill your service on matter time.
Better doing with some reputable LET Provider here for this case.
Hetzner is unpredictable hosting provider. they don't even read abuse emails if its legit or not and just forwards to users and ask users to comply. lol.
It was already pointed out in the comments above. Things like ‘censorship circumvention’ sound all noble and cool on paper when used by people of other countries, not your own.

They probably have a policy of not stating any reason when that would be a legal risk, or when they’re not 100 % confident of their findings and don’t want a debate, or if they think the reason will help you or other people circumvent their shutdowns in the future, or due to many other reasons.
It still sucks not knowing why, however.
The problem here is Hetzner doesn't even bother to provide any explanation to the customer.
No "Sorry we have to comply with our corrupt government, so you're in violation of x."

it's always scummy to not provide any explanation as to what terms were violated, in my opinion. Hetzner is famous for this. i've had it happen to me from Microsoft Ads, and have seen plenty of horror stories from Google and Amazon. There needs to be more public backlash for not providing clear violation reasons, otherwise these companies are going to continue to remove any customers they don't like at any time.
Yes, they can still make up baseless reasons. But lies are usually trickier than omissions.

Hetzner is a discount provider where everything is optimized to keep costs down. They are not interested in customers who require extra work or costs in any way, or those who present a risk of legal problems.
Secondly, Hetzner has expelled all their Russian customers, and you are providing a privacy service specifically tailored for Russians. It could be as simple as Hetzner receiving many requests from authorities regarding your activities (extra work), a purely political decision, or a combination of both.
If you also use a lot of bandwidth or are the cause of DDoS attacks, you are just a burden to them, as you are not a customer they can profit from.
It is also possible they don’t give you an explanation simply because activists tend to use anything as a reason for creating controversies or launching DDoS attacks.
You are unwelcome, and I suspect you will encounter similar issues with other providers as well. Move on and find a provider that supports your cause.
Yep.. they contribute the most in terms of traffic. Tor will be in deep trouble if Hetzner starts going after Tor operators. I wonder if this has something to do with German authorities putting pressure on NGO that are hosting relays like Artikel.
