No, sorry the maximum network speed for VPS is 1gbps.

Yes that's correct 17.99€ is the final yearly price after the discount code is applied. On this plan I can give you an overall upgrade.
overall upgrade? i am thinking to get one for myself.
By overall upgrade I mean if the plan features 1c/2GB/30GB/1.5TB or whatever the case I can do a overall upgrade to help out the community instead of doubling the specs.
For example:
1c/2GB/30GB/1.5TB --> 2c/3GB/50GB/2TB or similar.
Not doing double upgrades on all specs anymore since people tend to order 50 servers at once and demand upgrades on all of them after the order is processed or purposely spam register with new accounts to claim the bonus.

No, we don't offer double specs since there was too much abuse of the promo with bulk orders. We still provided random upgrades like in our previous promotion instead.
Sadly the service is down again (longer than an hour for me now), looks like last night's upgrade did not go as planned.
