Is there any LEB host other than BuyVM which provides Canadian IPs but is setup in USA???

Most likely no.
Most providers usually want the same country where the servers are located, Frantech just goes the opposite.

@hybridized BuyVM is pretty much the only guys that do this. The reason SonicVPS is the same is they colocate with BuyVM and get their IPs from them.
