I have a cloud server/VPS with them and you can't use KonsoleH with that, KonsoleH is more for new orders for some products, billing info, etc.
For VPSes you use the "Cloud Console" and for dedicated servers you use "Robot". Since I've never had a Dedi with them I can't help you with more info other than redirecting you to the docs.
The Cloud Console allows you to see and create new projects, see what limits your account has, see the activity of the account (useful if you use their API for automated deployment), see how much you've spent this month (and set a budget which will email you when you exceed your budget) and contact support.
Once you select a project you manage server and order new servers, add new members to the project (the roles are Admin, Member and Restricted, I don't know what they do but if you check the docs it will probably tell you), create and manage volumes, load balancers, floating IPs, private networks, firewalls and manage security settings like the API keys, SSH keys, etc.
The best way to check if it has what you want/need is to either check the docs or order a cloud server and play with it for a bit (which will be extremely cheap since Hetzner charges by the hour).
Pretty sure konsoleH is just for Managed servers, Web Hosting, Domains, Storage Shares and SSL certificates.
Robot is for dedi and Cloud Console is for VPS/LBs/Object Storage.

Yes, it's possible to have sub-accounts and to use the konsoleH-based products . You can see some information about being a reseller and using these products here: https://docs.hetzner.com/konsoleh/server-management (Look for "reseller").
