How can you register for this ? I tried every credit, debit card I have with no luck
If you from the high risk country - luck is not on your side.
Yeah I'm in Vietnam and it's impossible to register one. If I have a friend in US, CA, AU and Germany, is there any luck to get one ?
"Luck" is a paid nowadays. So, ask your friends...

It needs to be from the domain of a reputable company or institution, and obviously, an actual credit card with legitimate contact details—no VPN. At least, this is what worked for me 2 years ago.
I've been trying with Real Bank issued Credit Cards, no luck. I stopped trying few months back 🙂
You need like 100$~ on the card.
For me, they used to charge around 1~2SGD or 80 ~100₹, I'm from India, not sure about other countries.
I don't even remember the amount they "charged" me but I heard it can go as high as 100$. One reason it can fail, I guess.
yeah when i upgraded my accounts to PAYG it was €100
Makes sense for upgrade to PayG, but for account creation, it’s just a small amount to validate the card. It was 2 SGD for me as well.
Just tried creating an account, they charged me 90 INR, but account creation was unsuccessfull, I tried it from college issued email ID, and I have visa signet card, thats the best card federal bank provides.
I guess they have blocked new registrations in India because of large population and large scale abuse!
Try once with a local isp, if possible, dont use jio or airtel or bsnl....
Try to use international credit card from international bank. Such as HSBC. I got one HSBC LiveFree Credit Card, free 100%, no annual fee too.
I used this HSBC card to registered with Oracle Free tier back in 2022 and it worked.
May be in 2022 it was working, but I guess they have limited new accounts very recently... just check indian youtube channels once, its full of how to abuse oracle free tier and make business out of it.
And I guess thats the reason!
