I would start with one of AWS free tier, Google micro server or Oracle cloud. These three provide free servers, though they are not very powerful. I recommend moving onto paid ones as soon as you get used to remote server management, as they are miles ahead.

Best way to learn stuff is to deploy a virtual machine on your own computer.
Many years ago I started with a free shell to learn Linux, from online free shell providers. Nowadays one can even deploy Linux on a simple Raspberry Pi Zero or a NanoPi Neo. It is much easier and cheaper to deploy a virtual machine on your own computer though.
For production, grab a VPS offer once you feel comfortable to host your project online.

This is preferred since, when using your own computer you can focus on learning what is important to you. If you get a VPS from a provider, you have to deal with security also (like firewall, ssh keys, disabling password login, ......etc ). This is not a concern in your computer since your modem/router is not normally port forwarded by default, so they are not reachable from outside.
For local,you can install Oracle VM VirtualBox and use any system you want,need public IP,you can buy greencloud vps,just usd25 per year,so cheap.

It depends, for example I am from India, and 25USD is a big amount for students. It was 70% of my monthly pocket money back when I was not in internship!

But if they want it badly, they can save some amount every month for 3 months and they can get one.
