For that money with montly payment... not a chance, unless you're prepared to prepay yearly for really low end lxc server.
Reavisys.si is the only option close to your budget; however, its owner sometimes forgets to pay the bills, disappears for months without notice, is constantly in the midst of one life crisis or another, and generally... it's just not worth your time.
