There is no number I can give you. Its fair use. What is fair is determined by how it affects other customers.
Right now its set up to use 100% of each cpu. But its assumed that you don't 100% all of the time. Just like with bandwidth.

@LittleCreek if I pay for 4GB ram -3.50€ instead of double ram can I get 2 vps of same specifications?

No because a vps requires other things besides ram and bandwidth like CPU and ipv4. I have plenty of bandwidth at the moment so its easy to give that away and ram can be increase on the host for a fixed, non-recurring, cost. CPU I cannot upgrade. I would have to purchase a new server. Ipv4 also has a monthly cost for me.
