What region? If Singapore I think I can customize for you.
BuyVM, I do believe. Not sure how they measure it but they do indeed have internet networking for VMs in the same location. @Francisco can likely tell you more.

You can setup a private network on Hetzner Cloud.
It is limited to 1 of the 4 zones:
eu-central (Germany, Finland)
us-west (Hillboro,OR)
us-east (Ashburn,VA)
ap-southeast (Singapore)

It's unmetered at 10G.
