It's all about the country and their laws. Nothing is DMCA ignored, it's just that to file a complaint you have to go through some hoops and loops. Thus the harder it is for someone to file a complaint against you in country A, the better that country A is for hosting your content.

How about somalia and north korea
North Korea is good if you can actually strike a contract with them. You will likely pay in crypto too, but the origin IP is going to be vicious. I think it will be black listed on left and right, unless you have your own IP range that you can attach to machines there.
But if you are willing to go with North Korea, just go with Russia. Find some private providers of dedicated servers and you are good.
Somalia, if you can find providers there, good. Otherwise I would choose Russia or Ukraine.
Pay with crypto and use tor in front you with some good safety practices. That way there are no leads, don't do it for too long. You will eventually make a mistake, better to get the required target and be done with it.
