All of our pricing is recurring unless otherwise specified. The discounted prices are listed on the order form.
You'd only need to ticket if you're on a monthly plan and want to change to annual/biennial to get the discount on your next renewal.

It isn’t. Buyvms bandwidth usage is too high for SG. We would have to apply per TB caps and likely not offer anycast at all.

If you had a specific question you can drop a ticket and I'll make sure Fran gets assigned to it. I'm not smart enough to recite a list of differences on what's allowed/not in SG that might be fine elsewhere, or vice versa.
